I. |
Teleconference from five
sites at Chiang Mai University, Vietnam, Khon Kaen University,
UNITAR (Malaysia) and Prince of Songkla University have
highlighted the followings:
- To a varied degree, all sites have applied eLearning
in teaching and learning in Physics, Chemistry, Language,
Mathematics and HR training.
- Encouraged ICT use in learning, using various kinds of media
and
multimedia.
- Developed own curriculum or programs using distance or eLearning
models.
- Continuous teaching and learning innovation using eLearning
models. |
II. |
Each of the Ministers and participants
provided and shared their insights and perspectives of the
development of eLearning in their own country. Throughout
the discourse, various and diverse thoughts were thrown
to the audience but all highlighted the issues that need
focus or more development. The issues and challenges that
needs to be dealt with are as follows:
- Awareness
- Availability
- Accessibility
- Afordability
- Content quality and content development
- Digital divide
- Infrastructure development

Each of the Ministers and participants
also agreed that the followings should be considered to
bring the level of eLearning to a higher level of use and
implementation:
- eLearning should be developed at the grass root starting
with basic education not only to schools but also to society and communities
in general.
- Raising the computer literacy, computer capacity and capability
of the population to understand and use all sorts of eServices.
- Partnerships and sharing within the public and private
organizations and the regional cooperation.
- Promote open and positive attitudes towards changing
trends in classroom-based learning to eLearning.
- Promote the use of a simple and practical open end common
standards and platforms.
- Provide national initiative and incentives to promote
eLearning.
- Prioritize policies and strategies to reach the grass root.
- Provide periodic review of strategies and activities.
- Provide integration of all information to move into cross
disciplinary, clusters, standards, definitions and networks.
